Labor Business Solution (FlexLinkSM)
Since 1987 NASCO has been
providing labor business solutions by supporting labor union members
enrolled in employer health plans. FlexLinkSM is a new
“jointly-administered” labor solution customized to meet the unique
needs of BlueCross® and BlueShield® Plans and
Labor Trust Funds. FlexLink offers a collaborative claims processing
arrangement between NASCO Plan customers and health and welfare
funds. With the product, Plans can offer their national provider
networks while allowing trust funds to administer their members’
benefits and services.
FlexLink
opens doors for Plans to quickly respond to market opportunities by
offering a fully functional and cost-effective solution.
Some key FlexLink
features include:

Ability to use HIPAA transactions to
interface with Third-Party Administrators (TPA)

Ability to use various proprietary file
interfaces for TPAs not supporting HIPAA transactions

Group-level security set-up and encryption
for TPAs supporting multiple groups

Ability to allow health and welfare fund
and/or TPA to administer all member benefits and payment

Ability for Plans to pay provider based on
specific reimbursement arrangement

Financial and operational reconciliation
between the Plan and TPA/fund
Plans
not only realize cost savings because
of the shared FlexLink development, but they can rely on NASCO-facilitated
forums (FlexLink Advisory Council
and FlexLink User Group)
in which to share their experiences and best practices. NASCO is
also a National Labor Office
(NLO) Strategic Alliance Vendor.

Through the NASCO Labor Model, we can provide a shared/joint
administration opportunity for these trust funds and, provide
enhanced network and administrative capabilities while allowing the
funds to continue working with their in-force TPA. The NASCO Labor
Model enables us to provide a best-of-both-worlds solution for Trust
Funds: The best provider networks and provider service available and
the Fund participant services they are accustomed to.

NASCO’s affiliation with the BlueCross
BlueShield Association’s National Labor Office, as a Strategic
Alliance Partner, provides NASCO with valuable opportunities to
integrate its own strategies with NLO strategies and resources. This
allows NASCO to continually enhance and market its feature-rich
labor product (FlexLink), helping BlueCross and BlueShield Plans
acquire and retain labor accounts. -
